The MRC-Pontiac has launched public consultations across the MRC this
fall - ten in all. The series is underway, beginning September 14 in Otter Lake, and will conclude October 6 in Rapides-des-Joachims. This is of interest to us if
only because the meetings come during the middle of the pandemic when we are
all encouraged not to congregate, and, if we do, to use the upmost in precautions.
Despite all this, these meetings are of clear importance since they concern the very future of our region through the next ten years; this discussion will focus on traditional topics: farming and forestry, entrepreneurship and community development, tourism and the arts, and so on. We won't run out of topics: there are the social issues, education especially, poverty, environmental enhancement, all
of which may make it on the agenda.
A most important consideration for us is that public consultations about any community's future are the essence of democracy. We often hear that "elections" equal "democracy". That's convenient for those too busy to do more than vote, but elections in themselves are not at all enough - there are "elections" all over the world. Russia, Iran, and Belarus have elections, yet they are clearly not democracies. Democracy requires much more than a vote every few years. "Citizen involvement" and informed participation in decision-making, these are the keys, and these elements need strengthening everywhere, including here in Canada.
Free and fair voting requires as much from us as from the government
officials. Genuine voting needs a populace which knows the issues and the positions of the contenders, a population which remembers its history, and stays aware of past government actions on the big issues, however we define them. This is where public consultations play into their vital role in keeping our democracy
vigorous: they keep citizens engaged and they diminish any anti-democratic attitudes and forces already at work - the usual forces of greed, racism, anti-semitism.
We don't "live in a democracy", we create the democracy in which we live. And flourish. The MRC, our region's immediate government, wants our input and is giving us another opportunity to strengthen our democracy by this encouragement to participate and speak up. Just voting isn't enough. And, certainly, complaining about government isn't enough, either; in fact continual complaints about "gover'mint" are counter-productive and oppressive. Complaining feeds only itself.  If we ourselves don't participate, we have little moral ground for any complaining!
