It is everyone's duty to help protect the
environment. We must transmit to our children a healthy environment because it is an irreplaceable common good. Like human rights, the international community has classified as an environmental crime any breach in environmental legislation.
In 2016, the International Criminal Court ruled that the apprehended destruction of the environment could be classified as an environmental crime. This is the end of impunity for corporate executives, politicians and officials complicit in pollution; they may find themselves in  The Hague court alongside war criminals.
In France, the concept of an ecological terrorist crime (Penal Code, Article 421-2) includes the introduction of substances likely to endanger health or the environment. Decree No. 2004-612 created the Central Office for the fight against damage to the environment and public health, a judicial police with national jurisdiction.
In Canada, the integrity of part of the national territory is threatened by apprehended radioactive pollution that would come from a colossal discharge (dumping) planned by the Canadian Nuclear Laboratories (CNL) in Chalk River, to store more than a million tons of radioactive waste at a height of several stories, and without any guaranteed drainage protection.
We are concerned that the Canadian Nuclear Safety Commission (CNSC) is endorsing this project. It has just granted a 10-year license to CNL to continue nuclear revitalization activities. This starts with the "Near-Surface Disposal Facility” (NSDF), to allow the development of new modular reactors that they want to scatter everywhere, without management of their waste.

The Canadian government, via Atomic Energy Canada Limited (AECL), Canadian Nuclear Laboratories (CNL), and the Canadian Nuclear Safety Commission (CNSC), must be held judicially responsible for their actions.
A major ecological disaster must be feared from nuclear waste stored in any radioactive burial mound (NSDF), or the burial of the defunct Rolphton reactor.
The precautionary principle takes precedence over economic considerations, something successive governments have ignored.
CNSC's report 1 - Inspecting Nuclear Power Plants - CNSC at the Office of the Auditor General in the fall of 2016 made alarming findings about the CNSC's credibility that are summarized in the overview of the CNSC's report the audit.
The CNSC claims to be a trusted regulator but is working with the nuclear industry for its development; it should be entombed.
Will the Canadian government have the courage to replace this with a central office
for combating environmental damage? It must be democratic, independent, transparent and eco-responsible, to make officials respect our legal right to a safe environment and good health.
