MRC rejects recycling bids, plans new tender

LITCHFIELD – The MRC Pontiac Council of Mayors held a special meeting at the MRC headquarters in Litchfield on July 10 with only one item on the agenda: calls for tenders for recyclable materials.

On May 8, the MRC issued a call for tenders for the collection and transportation of recyclables, divided into three lots:

Lot 1 – Door-to-door collection and transportation of recyclables in certain municipalities.

Lot 2 – Collection and transport of containers (dumpsters) from transfer sites and other designated locations to the Tricentris sorting centre in Gatineau.

Lot 3 – Rental of containers for municipalities that don’t own any.

The call closed on June 9, and the contract for Lot 1 was awarded to Location Martin Lalonde Inc. of Mont‑Tremblant on June 18.

Only one bid each was received for Lots 2 and 3, both from La Relance Outaouais Inc.
of Gatineau. According to the resolution presented at the July 10 meeting, the bid “was not proportionate to the cost of the services [required],” and the mayors voted to reject it.
A second bid from another company arrived after the deadline and was disqualified.

As a result, the MRC decided to combine Lots 2 and 3 into a single contract and issue
a new public call for tenders “in the coming days.”
