Just wanted to say Happy New Year and thanks for such great editorials. A recent editorial on the hollowing out our institutions from the inside is so right on.
I am wondering the same about the   railroads not following the recommendations mentioned by the Auditor General of Canada (Fall Report 2013) dating as far back as the review of the Rail Safety Act in 2007. It leaves us wondering "Why?." This makes no sense especially since the consequences have always been obvious. Not having enough workers on a train, nor following recommendations, like having the tracks maintained, may have caused some of these environmental    hazards and deaths. I think there is a title for that – malicious negligence or something like that.
This is very serious. Making a pipeline look good and dismantling institutions, especially under the facade of safely transporting oil or saving money on other institutions like the Post Office, while bureaucrats make ridiculous salaries that are only matched by their ridiculous remarks, is a twisted strategy!
